Why does the Governor use the hospitalization rate as a scare tactic?

The total number of people with confirmed covid currently hospitalized in the state of Colorado is 311.  In the entire state.  The hospitalization rate has been falling in most of the state for the last two weeks.  But the Governor has made no indication that he intends to relinquish his tyrannical control over the state of Colorado.
